HISTORY OF THE CHESTERFIELD COUNTY COORDINATING COUNCIL

     Members of the community who work with the school system and the (then) Department of Youth Services became frustrated and concerned with the rise in juvenile crime and the treatment of youthful offenders. Realizing that working with youth that offend and who are at risk of re-offending is not an exclusive function of either agency, the two took their concerns to the Chesterfield County residing legislator.

    The legislators convened a meeting of all local state agency representatives and county government officials to discuss the issues of prevention, intervention, and treatment of juvenile offenders and other issues.  It became obvious at the first meeting, in early 1993, that many agencies in the county had common problems and some of these problems were not limited to youth-related issues.  It was also discovered that services to county residents were being duplicated, that resources were limited, and that the quality of services was not what it could be in many cases.

     The group began to meet monthly, forming the Chesterfield County Coordinating Council and has continued to grow in its membership of county human service providers.  The Council adopted a mission statement, conducted an assessment of current and needed services, and identified critical issues facing the county.  The organization has continued to become better educated about the services being provided in Chesterfield County through the various agencies in the Council. Subcommittees have been formed:  Employment, Transportation, RSFC Management, Adolescent Pregnancy Prevention, Volunteer, and Resource Directory. The Adult Interagency Treatment Team was long-standing and works closely with the CCCC since each agency is a CCCC member.  The CCCC obtained incorporation and 501(c)(3) status in late 1996.

Projects to date to which the group has committed include:

1. Enhance a county wide transportation system, particularly to assist with job oriented transit.

2. Development of a countywide resource manual printed in 1995, and updated in 2002 with plans to develop a networked database system accessible by all county agencies.

3. Development of a “one stop shop” type of family center to increase accessibility of services to citizens.  The Robert Smalls Family Center opened in September, 1996.

4. Implementation of a Blast Meals Program with grants from the local United Way organizations and a nutritional supplement program.

5. Addressing minority health disparities.

6. Participation in the county block grant program to reduce the adolescent pregnancy rate.

 7. Produce an Annual Training Event as a fundraiser for Council management expenses and to provide local skill development training for agency staff.

8. Retention of a coordinator to serve as staff to the Council and assist the subcommittees. This consultant is paid from a pool of agency and grant funds. 

     A seed of true cooperation has grown into a thriving commitment by all members of the Chesterfield County Coordinating Council to provide quality services to our residents through a unified effort, working together to reach common goals.

MISSION

    The mission of the Coordinating Council is to strengthen the systems that provide services to the citizens of Chesterfield County through improved communication, adequate linkage and collaboration.

GOAL

     Our goal is to coordinate and expand existing services and develop sufficient resources to establish county-wide needed services.

COMMITMENT

     The Coordinating Council will be recognized in the county as the strongest educational, advocacy and cross-system collaboration group for the support of the human services delivery system.

Agency Purpose:  The purpose and mission of the American Red Cross is to improve the quality of human life; to enhance self-reliance and concern for others; and to help people avoid, prepare for, and cope with emergencies.  It does this through services that are governed and directed by volunteers and that are consistent with its Congressional Charter.  The American Red Cross provides humanitarian services to all people in need, without regard to race, color, sex, religion, national origin, age, handicap, or veteran status.
Program Services: 

• Provide disaster planning, preparedness and education which will allow the Red Cross to provide prompt relief to victims of major disasters and one family-type disasters.

• Provide emergency communications between members of the United States Armed Forces and their families and supporting case work management services as needed.

• Provide health and safety training to include first aid, CPR, water safety (swimming and lifeguard safety), and HIV/AIDS education.

• Support blood services to meet goals in donor recruitment, blood collection and community education.

 The Chesterfield County Chapter of the American Red Cross is a Member Agency of the United Way of Chesterfield County and the Jefferson/Pageland United Way.

Agency Purpose:  It is the purpose of the Chesterfield County Board of Disabilities & Special Needs to establish, provide, develop, administer, coordinate, and/or improve a quality comprehensive array of services for persons with mental retardation and/or related  disabilities in the county. 
Program Services: 

Service Coordination to coordinate eligibility determination and then link client and/or his family with other Board programs, as well as with services available from other state, local, private or public agencies. 

Respite services are available county-wide to provide temporary or short term care for family members when emergencies arise or families need relief from the pressures of day-to-day care of a handicapped family member.

The STEPS Program is available to adults 21-45.  The emphasis of this program is preventative in nature and provides assistance to adults with mental retardation in the areas of pregnancy prevention.

Early intervention services are available to train and assist families with their child, from newborn through five years of age, in their home setting.  The family training program provides assistance in

understanding the disability or at-risk concerns and provides activities to enhance the family’s coping skills, as well as, the child’s cognitive, physical and emotional development.  Additionally, the early interventionist serves as case manager for these families by assisting them in securing other needed services.

Vocational programs emphasize functional training in the areas of personal skills, community participation and integration, and intensive work skills.  Employment opportunities include recycling and assembly contracts, mobile crews in yard and janitorial services, green house work, work enclaves in local business and industry through CHESCO.  A supported employment program where intensive individualized training enables competitive placement in community jobs ensures employers of quality performance by their employees while providing a dependable and stable work force. Also, employment opportunities exist with agency operated Market St. Deli.

Residential programs within the county are designed to assist each individual resident in developing the skills necessary to live as independently as possible and avoid costly institutional placement.  Currently in operation are 100 residential beds located throughout the county.

Agency Purpose: The mission of the CCCC is to strengthen the systems that provide services to the citizens of Chesterfield County through improved communication, adequate linkage and collaboration. The goal is to coordinate and expand existing services and develop sufficient resources to establish countywide needed services.

Program Services and Application Procedure:

Interagency Education: the monthly meetings of director level staff promote a greater understanding of each agency's role, limitations, etc. Problems between agencies can be brought to the Council for resolution. The Council discusses gaps in services and how to fill them. Call the CCCC office for a schedule of meetings and to be included on the mailing list. Several ongoing programs have resulted: 

The Robert Smalls Family Center: an interagency one-stop shop located in the Robert Smalls school building at 316 Front Street in Cheraw. For some agencies, providing services in Cheraw reduces transportation problems for clients. For other agencies, the facility offers space not available elsewhere. Childcare is available for parents while they are working with agencies in the building. The list of ongoing activities is included with the minutes of each CCCC meeting. Clients are directed to the appropriate agency with which they must qualify to participate in programs held within the facility. For more information contact the staff in the facility at 921-1040.

Adult Interagency Treatment Team: This committee of direct service level staff is a forum to discuss the difficult cases. The team developed the Blast Meal Program in 1997 with grants but it is now supported locally by the United Way. Homebound adults may receive one bag of five flash frozen meals each week to attempt to alleviate nutritional problems. Contact a member of the Treatment Team or the CCCC office for more information. This Team also applies to the Lynches River Round-Up fund to support the Nutritional Supplement Program. The goal and eligibility criteria of this program is similar to the Blast Meal Program but offers cans of liquid nutrition to those who cannot eat solid food or have extreme nutritional needs.

Chesterfield County Cares: This program attempts to match prospective volunteers with agencies and organizations that need them. There are no eligibility criteria. The program is a product of the Volunteer Subcommittee that also produces the annual, countywide Volunteer Appreciation Luncheon and assists with the annual Volunteer Fair at Northeastern Technical College. Call the CCCC office to be listed in the Available Jobs notebook or to learn of volunteer opportunities.

Employment Transportation: This Subcommittee researches different ways to increase the amount of transportation services available to the citizens of Chesterfield County, especially job related transit.

Medical: This Subcommittee was formed in response to a Ryan White Care Act planning grant to assess the incidence of HIV infection rates and the needs of infected citizens. They are working on minority health disparities, also.

Adolescent Pregnancy Prevention Initiative works to improve the quality of life for youth and families served by the participating agencies, therefore reducing the teen pregnancy rate; to participate and comply with the County Block Grant program.

- (4K) four-year old half day child development classes. Eligibility determined by Chesterfield County School District.

- Kindergarten Home Visits made by kindergarten teachers and assistant at the beginning of the school year to all kindergartners enrolled in Chesterfield County Schools.

- "Jump Start" Summer School Camp for rising first graders.

- Teaming of Teachers for Success "T.O.T.S." is a Network Association for Child Development teachers and daycare providers in Chesterfield County. Currently, 60 in membership. Free training and materials provided four times yearly.

- Start-Up Childcare and quality childcare enhancement grants to be awarded in December 2001 and in the early Spring 2002. Centers must meet eligibility requirements and work towards advancing to the state's highest level of childcare service standard.

- Health and Developmental Screening for children five and under not enrolled in Head Start or on Medicaid. Follow up for dental, hearing, and eye care costs and transportation also provided free of charge.

Agency Purpose:  The mission of Chesterfield County School District is to prepare all students to be productive citizens in a changing society by continuously improving and implementing educational processes with ongoing community support.
Program Services:  Instructional programs in Chesterfield County School District are designed to address a wide variety of interests, ability levels and cultural backgrounds.  Beginning with a four-year old pre-kindergarten experience through grade twelve and post high school study experiences at the secondary level, students in Chesterfield County have numerous opportunities to develop strengths in academic, social and emotional maturity.  Academic opportunities also extend to the adult community of Chesterfield County through the school district’s adult education and literacy awareness program.

     At the K4-K5 levels, students are exposed to an intense array of socially and academically motivating experiences which provide a firm basis for life-long learning accomplishments.

    Reading, science, mathematics, social studies and health education materials form a framework for instruction at the grades 1-6 levels, while teachers also expand this framework through the use of a variety of supplemental materials which foster the development of discovery learning activities, experimentation, and higher order thinking skills.

     Grades  7-8 curriculum remains strong, requiring one semester of Keyboarding for all eighth grade students. Students' learning styles are assessed by grade 7. A focus on career development/choices begins with interest, ability, and aptitude assessments and a variety of work-based learning activities. Eighth grade students and parents work with guidance counselors and a school-to-work coordinator to start a four-year career planner as they choose the high school curriculum that is best suited to their aptitudes, abilities and interests. 

     The grades 9-12 learning experiences provide the middle adolescent and young adult student of Chesterfield County with challenge and opportunity.  Whether students’ goals call for college preparation, technical training, or preparation for the world as an independent adult, the diverse high school curriculum offerings help to round out the development of the total individual in the secondary school program.

     The grades 9-12 curriculum has been restructured to offer Tech Prep and College Preparatory pathways for student selection based on aptitudes, abilities, and career interests.  The diverse high school curriculum offerings help to round out the development of the total individual in the secondary school program.

     Career and Technology Education (CATE) curriculum provides all students with a variety of work-based learning experiences in preparation for the 21st century. Students and parents continue to work with the school-to-work coordinator to develop a four-year career planner. Students may choose to enter one of five career clusters areas leading to preparation for post-secondary study and/or workforce entry in a global community. Many CATE programs are articulated with the local Technical College.

     Chesterfield County School District offers self-contained and resource classes for mentally disabled, orthopedically disabled, visually disabled, learning disabled, emotionally disabled and hearing disabled students.

     A gifted and talented program is offered to qualifying students in grades 3-12.

   Remediation is offered in all 16 schools.  Remediation is given to students who need it based on their potential performance as evaluated by standardized tests and teacher judgments.

      Computer assisted instruction, trained teacher assistants, and special reading and math labs provide extra service for students in grades 7-12.
